Segment Two Traffic
Control PlanMajor construction
operations are anticipated to start around March 10th and be
completed in mid-December 2006 with pavement marking and median
landscaping being completed in Spring 2007. East Washington Avenue
will remain open to traffic during the project with two lanes in each
direction. Cross-traffic and left turns will be limited to the
signalized intersection of First Street. Other non-signalized
intersections will be restricted to right-in/right-out access.
Intersections may be periodically closed for short periods of time as
required to allow for utility installations and concrete paving
operations.
This segment also reconstructs First Street from Winnebago to Johnson
Street. North First Street (STH 113), from East Washington Avenue to
Johnson Street, will be reconstructed in multiple stages. Construction
will begin in April and the majority will be completed by the end of July.
Construction on South First Street will begin in May. South First
Street from East Main Street to East Washington Avenue will be closed
starting in May. Construction on South First Street from Winnebago to East
Main Street will begin in June and be completed by the end of August.
South First Street will be closed.
The Yahara River will remain open during the majority of
the project. The river will be narrowed to 20-feet wide at the
bridge and there will only be 7-feet of height. Closures of the
river can occur on Mondays thru Thursdays for certain activities.
The restrictions and closures will be marked at both entrances on Lake
Monona and Mendota. The Dane County Sheriff will be kept informed of
all closures.
In order to reconstruct East Washington Avenue while maintaining
traffic, construction operations will be completed in five stages:
Stage 1 (March) will involve closure of the
median lanes to allow for the removal of the median and temporary pavement
widening in the median along the inbound lanes.
Temporary sheet piling and shoring will be installed in the Yahara River
and in the bridge. The crossovers will also be constructed and
temporary signals will be installed in preparation for
Stage 2. North First Street will have a new water main
installed and temporary pavement will be reconstructed.
Stage 2 (April to Mid-July) will consist of
four lanes of bi-directional traffic (two lanes in each direction) on the
existing outbound lanes while the inbound lanes and inbound half of the
Yahara River Bridge are reconstructed.
South First Street (May to September) South
First Street from East Main Street to East Washington Avenue will be
closed to traffic for reconstruction.
(Early June
to August) South First Street from Winnebago Street to East Main Street
will be closed to traffic for reconstruction.
North First Street - STH 113 (May to
Early June) North First Street will consist of one lane in each direction
on the southbound lanes while the northbound lanes are constructed.
(Early June
to Mid-July) North First Street will consist of one lane in each direction
on the newly constructed northbound lanes while the southbound lanes are
constructed.
Stage 3 (Mid-July to Mid-August) will involve closure of
the median lanes to construct utilities across the median. Temporary
pavement and temporary signs will be installed in preparation for
Stage 4.
Stage 4 (Mid-August to October) will switch the four lanes of
traffic over to the newly constructed inbound lanes while the outbound
lanes and outbound half of the Yahara River Bridge are reconstructed.
Stage 5 (November) will return to divided
traffic with two lanes in each direction in the right and center driving
lanes for completion of the median and left-turn lanes.
Spring
2007 the median streetscaping will be
constructed. The permanent pavement markings will be installed.
Temporary pedestrian crossings will be provided
crossing East Washington Avenue and First Street. Pedestrian access
will also be provided on South First Street from Winnebago Street to East
Washington Avenue on at least one side of the street. Bus stops will

Access at most intersections as well as to residential and business
driveways will be maintained as much as possible. During
reconstruction of the intersections and traveled lanes, local and
cross-traffic may be driving on graveled surfaces before paving
operations. A paving gap will be left at business driveways that
have no alternate access, allowing traffic to enter and exit. If
approved by the business, the construction contractor will also have the
option of paving the roadway in front of the driveway using a quick curing
concrete. Paving with quick curing concrete requires a 24 to 36 hour
closure of the driveway but results in a smoother pavement in front of the
driveway and less overall inconvenience. Businesses are encouraged
to work closely with the construction contractor and project manager
during construction to discuss business access and work out acceptable
solutions for everyone.
To
keep the public informed and provide an open line of communication, the
construction contractor and project manager will hold regular meetings
with local businesses and property owners to discuss the project schedule,
vehicular access, pedestrian access, and other construction issues.

The
City of Madison has agreed to implement a construction traffic-management
plan, which includes many measures to minimize traffic diversion to the
residential neighborhoods and to minimize the impacts of accessibility.
Measures include maximizing signal green-time, providing left-turn lanes,
installing dynamic message signs, and the use of an outreach program to
inform motorists. The plan also includes keeping access open to local
businesses, providing pedestrian crossings, and encouraging the use of
transit services.
